Resubmit test runs

Create a new invocation from 1 to 5,000 selected run IDs, using the prior frozen snapshot by default or an explicitly selected current Main Draft or Live snapshot.

`401`	`unauthenticated`	Authentication is missing, invalid, or revoked.
